Stormwater Operator

General Statement of Duties

Performs responsible semi-skilled work in the operation of medium motorized equipment.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs skilled and responsible work in the operation of motorized equipment used in the construction, maintenance, repair, and inspection of the City’s stormwater and drainage infrastructure. Work involves operating equipment, supporting routine maintenance and repair activities, and responding to drainage and storm-related issues. Duties are performed under general supervision of the Stormwater Supervisor and is reviewed in accordance with established policies, procedures, and safety standards.

DUTIES AND RESPONSIBILITIES

  • Operates medium motorized equipment including front-end loaders, backhoes, excavators, trenchers, dump trucks, vacuum trucks, street sweepers, and related stormwater equipment.
  • Performs installation, maintenance, and repair of stormwater infrastructure including pipes, culverts, ditches, catch basins, manholes, headwalls, outfalls, and drainage structures.
  • Operates leaf collection equipment, boom trucks, and automated or manual debris collection equipment.
  • Assists with street sweeping, inlet cleaning, pipe flushing, and debris removal to maintain proper drainage and water quality.
  • Responds to storm-related emergencies such as flooding, washouts, blocked drainage systems, and illicit discharges.
  • Assists with erosion control measures and stormwater best management practices (BMPs) as directed.
  • Digs trenches and ditches to grade for pipe installation and repairs; backfills and restores disturbed areas.
  • Performs traffic control and job site safety setup in accordance with applicable standards.
  • Services, cleans, inspects, and performs minor maintenance and repairs on assigned equipment; reports mechanical issues as needed.
  • Operates light equipment and hand tools when not assigned to medium equipment operation.
  • Performs semi-skilled manual labor including lifting, shoveling, grading, and material handling.
  • May operate heavy equipment on a limited or emergency basis under supervision.
  • Assists with recordkeeping related to work performed, equipment use, and inspections as required.
  • Performs additional duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of stormwater system maintenance, drainage principles, and construction practices.
  • Knowledge of the principles, practices, occupational hazards, and safety precautions in the operation and maintenance of light to medium motorized equipment.
  • Knowledge of traffic laws, work zone safety, and regulations governing equipment operation.
  • Knowledge of occupational hazards and safety precautions related to construction, excavation, and equipment operation including but not limited to safely entering and exiting equipment and maintaining proper body positioning while operating equipment.
  • Skill in the safe and efficient operation of trucks and construction equipment.
  • Mechanical aptitude with the ability to perform minor equipment repairs and adjustments.
  • Ability to work independently or as part of a crew.
  • Ability to establish and maintain effective working relationships with the public, department heads, government officials, City employees, and contractors.
  • Ability to communicate effectively, both orally and in writing, and to prepare and maintain accurate records and reports and to follow oral and written instructions, work orders, and safety procedures.

EDUCATION AND EXPERIENCE

  • Graduation from high school, or possession of General Education Diploma.
  • 1-2 years of experience operating light to medium motorized equipment is required; experience in stormwater, utilities, public works, or construction is highly preferred. An equivalent combination of education, training and experience may be considered.

SUPERVISOR RESPONSIBILITIES

  • None.

WORKING CONDITIONS

  • Work is generally performed in outside environmental conditions in which the employee is subject to extreme heat, extreme cold, hazards and atmospheric conditions. Employee is subject to a level of noise requiring workers to shout in order to be heard above the ambient noise level. Work involves on-call and emergency call-back service and requires evening and weekend work.

PHYSICAL REQUIREMENTS

  • Must be able to perform the basic life operational skills of climbing, stooping, kneeling, reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions.
  • Must be able to perform medium work exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull, or otherwise move objects.
  • Must possess visual acuity to operate and inspect light and medium motorized equipment; and to read, analyze and prepare reports. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels.

SPECIAL REQUIREMENTS

  • Legally eligible to work in the United States.
  • Possession of a valid North Carolina Class B Commercial Driver’s License; Class A Commercial Driver’s License is highly preferred.
  • Possession of Tanker endorsement, or ability to obtain within 6 months of employment.
  • Possession of a valid medical examination certificate in accordance with Federal Motor Carrier Safety Regulations is required.
