General Statement of Duties:
Under the supervision and guidance of the Public Infrastructure Officer, the City Engineer is responsible for the oversight, coordination and performance of all municipal engineering services and activities required by the City. The performance of these duties may be grouped into the following categories: Land Development and Capital Improvements.

Land Development – These services and activities may include, but are not limited to, participating in the review of site plans and construction drawings, assisting with the coordination and facilitation of the City’s Technical Review process, providing management and oversight of required site inspections, and evaluating land development activities to ensure projects adhere to the City’s development standards and result in quality construction of all City infrastructure; reviewing other roadway improvements, drainage and flood mitigation, and any other engineering needs of the City as related to land development activities; proficiency with the use of CAD and GIS technologies.

Capital Improvements – These services and activities may include, but are not limited to, the coordination, oversight, and management in support of all planning and design associated with City-initiated capital improvements including new facilities, improvements to existing facilities, and water/sewer infrastructure; directing work of design consultants, right of way agents, surveyors, and other consultants; assists with resolving construction-related claims and other construction-related issues; collaborating with leadership across City Departments to ensure projects are completed effectively and in a timely manner; interfacing and negotiating with professional, technical, permitting, and managerial personnel of other organizations and agencies to identify necessary or potential projects; facilitating permit applications; ensuring compliance with environmental and safety regulations; acquiring property, solving problems and negotiating agreements.

This position requires strong technical and interpersonal skills, the ability to plan and organize work on multiple concurrent projects, strong collaborative and conflict resolution skills, and knowledge of civil engineering principles and practices. The City Engineer will also work closely and communicate regularly with the City Manager, Directors and Staff of other City Departments, the City’s Legal Counsel and outside firms; frequently attends public meetings; actively engages with the development community, and other governmental and regulatory agencies; regularly prepares technical reports and presentations. The City Engineer will communicate with residents, developers and the general public regarding proposed and ongoing City projects, traffic concerns, road improvements, stormwater runoff and sanitary sewer issues, or other concerns.

LEVEL OF SUPERVISION/SUPERVISORY RESPONSIBILITIES:
Work is performed under the specific guidance of the Public Infrastructure Officer.

Essential Functions and Responsibilities: (includes but is not limited to the following):

  • Collaborate with the Planning Office for review of site plans and construction drawings associated with private development occurring in the City;
  • Assist Planning Director with coordinating and facilitating the Technical Review Process;
  • Effectively review plans and specifications, blueprints, and diagrams to verify completeness, accuracy, and constructability;
  • Provide for inspection of construction projects to ensure compliance with construction plans and specifications, permits, codes, regulations, and laws; Coordinate the efforts of inspectors and administrative staff on individual projects to ensure quality construction of City infrastructure;
  • Assist with preparation and review of proposed land use policies, infrastructure standards and Stormwater Management Ordinance provisions;
  • Identify necessary improvements to existing facilities, infrastructure, or systems and identify actions required to solve deficiencies; select and manage the efforts of consultants to identify and plan for capital improvements;
  • Coordinate with Department leadership, operations and maintenance staff, and permitting agencies on capital improvement projects;
  • Facilitate selection of and oversight to design consultants; provide review and quality control of plans and specifications;
  • Coordinate with right-of-way agents and surveyors to prepare easement documents and acquire property required for capital projects; ensure development of technical requirements for projects that have been determined to have potential impact upon easements, facilities, and systems
  • Prepare RFPs, RFQs, construction specifications, and contract documents.
  • Manage the preparation of bid documents to comply with legal requirements; ensure that measures identified through the process are adequately incorporated into plans, specifications, and permits;
  • Provide direct oversight and management of construction projects, including coordination and negotiation with contractors;
  • Understand and interpret engineering reports, plans and specifications; occasionally develop design sketches, details, plans, and specifications;
  • Make sound decisions regarding design, construction, cost analysis, management and coordination of all municipal capital projects;
  • Detect flaws in design, construction methods, and materials to ensure compliance with construction plans and specifications, permits, codes, regulations, and laws;
  • Coordinate materials testing and review reports for conformance with specifications;
  • Issue notices of non-compliance, responses to requests for information/clarification, field orders, work change directives, change orders, and other construction-related correspondence as required;
  • Command respect of associates through knowledge of work, personal and professional conduct, good judgment, sound decisions, integrity, and exemplary performance;
  • Maintain detailed records related to capital projects;
  • Communicate effectively orally and in writing; develop and maintain documentation, records and reports;
  • Be called upon to work non-standard work hours as required and to respond to emergency call-out;
  • Attendance and active participation at meetings of other groups as required, including but not limited to, municipal, state, federal or other regulatory agencies, as required;
  • Communicate with citizens, engineering and legal consultants, developers, suppliers, and officials of other governmental agencies regarding engineering services and issues;
  • Perform engineering calculations utilizing established engineering design criteria;
  • Conduct analysis of existing facilities and systems, including hydraulic modeling and interpretation of hydraulic modeling results and analyses;
  • Simultaneously handle multiple projects, across all City Departments, with varying degrees of complexity under pressure of deadlines; and
  • Manage other projects, as assigned.

QUALIFICATIONS:

The City Engineer is expected to possess a wide range of skills, talents, and knowledge necessary to manage City planning, construction and engineering projects effectively. The position requires strong analytical ability and engineering skills, project management abilities, excellent interpersonal skills with strong oral and written communication skills, and the ability to perform research and make value-added conclusions. EDUCATION AND/OR EXPERIENCE:

  • Bachelor of Science degree in Civil, Mechanical, or Electrical Engineering or a closely related field
  • Seven (7) years of progressively responsible experience in professional engineering, public works administration or management of municipal capital construction
  • Familiarity and experience with typical engineering plans and specifications and municipal regulations

KNOWLEDGE:

  • Site plan review; principles of land development.
  • Contract administration and management of municipal construction projects.
  • Water distribution system construction, including, but not limited to, latest construction principles, practices, techniques, materials, codes, policies, procedures, and laws
  • Civil, structural, hydraulic, electrical, and mechanical equipment and systems.
  • Installation, modification, maintenance, repair and operation of large water distribution systems and components.
  • Methods, materials, tools, and equipment used in the construction of water distribution and other hydraulic projects and facilities.
  • Mathematics and physics as applied to engineering, topography, construction, and design of structures, hydrology, drainage, and irrigation systems.
  • Public works and/or infrastructure construction inspection and contract administration.
  • Permitting and environmental aspects of municipal projects.
  • Software programs for word processing, spreadsheet, time management, digital photography, and presentation (such as Power Point).
  • Ability to read and interpret documents including engineering studies and reports; construction specifications; operating, maintenance, and procedure manuals; and engineering drawings.
  • Ability to write routine and technical reports, internal memoranda, letters, agreements, and responses to contractor claims.
  • Ability to communicate effectively, orally and in writing, with employees, consultants, engineers, other agencies, and contractors.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to solve day-to-day problems and to properly respond to stressful situations.
  • Ability to plan, organize, and schedule workload to maintain efficiency in assigned duties.

CERTIFICATIONS/LICENSES/REGISTRATIONS:

  • Professional Engineer (P.E.) licensure in NC or ability to obtain such licensure within 6 months of employment is a required.
  • A valid driver’s license is required.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and peripheral vision.

WORK ENVIRONMENT:

While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, fumes or airborne particles, outside weather conditions, extreme cold, and extreme heat. The majority of the employee’s time will be spent within an office with the typical conditions found in an office environment. The noise level in the work environment is typically minimal.
